Human Rights

This category maps States’ positions on including as a parameter of the Arms Trade Treaty provisions to restrict transfers when there is substantial risk that the arms will be used in serious violations of international human rights law, including fueling persistent, grave or systematic violations or patterns of abuse.

__ green - Expressions of support for including provisions in the treaty to deny or prohibit transfers where there is substantial or clear risk that the arms will be used in serious violations of human rights law.
__ amber – Expressions of support for including ‘human rights’ as a criterion but do not advocate that substantial risk of serious violations should lead to a denial of the transfer, or suggested its inclusion required consideration.
__ red – Objecting to, or actively opposing the inclusion of human rights.
__ black – No statement is publicly available, or has not been identified yet.
